The Bill (Reg. No.2131) presents a clear-cut list of social services, defines the mechanism of their funding, order, purchase and licensing. The Bill also extends the list of social safeguards for the persons that render social services directly. The Bill determines the principles of formation of the social services market with attraction of all subjects providers of services irregardless of the form of ownership and subordination. The Bill defines the legal principles of planning the social services within the scope of public needs.
The Committee members upheld the Bill. However, they believe that it requires further elaboration with due account taken of editing requirements. They deem necessary to coordinate the text of the Bill with a single terminology as regards the names of local executive and local self-government bodies.
